    The meeting resulted in the approval of six new projects under the II Bilateral Cooperation Program for 2023-2025. These initiatives, focused on areas such as the environment, water resources, agriculture, justice, and social inclusion, aim to strengthen the partnership between the two nations through South-South Cooperation.

    A mid-term evaluation meeting has been established to monitor the progress of the projects and make necessary adjustments, ensuring their successful implementation. This proactive approach underlines the commitment of both countries to the program’s goals.

    Representing El Salvador were institutions such as the Executive Hydroelectric Commission of the Lempa River (CEL), the Ministry of Agriculture and Livestock (MAG), the Salvadoran Water Authority (ASA), and several others. These organizations work under the coordination of the El Salvador Agency for International Cooperation (ESCO), which plays a pivotal role in monitoring and supporting the initiatives.

    Bolivia’s delegation, led by Vice Minister of Public Investment and External Financing Antonio Mullisaca Díaz, also included key representatives from Bolivian institutions tasked with project execution.

    This cooperation effort not only strengthens diplomatic relations but also demonstrates how international partnerships can address global challenges and enhance the quality of life in both nations. El Salvador has embarked on a transformation prioritizing life, security, opportunity creation, and social cohesion, signaling a new chapter in our history,” she stated.

    Portal highlighted the inclusive dialogue fostered by Cartagena +40, which renews commitments to addressing displacement challenges. These efforts include incorporating goals in the Chile Action Plan (2024–2034), aligning with the Global Compact on Refugees, and strengthening international protection mechanisms.

    El Salvador, under the leadership of President Nayib Bukele, has taken tangible steps to support those seeking refuge. The country has advanced protocols for asylum seekers and refugees through its Refugee Status Determination Commission (CODER). A new CODER facility, designed to enhance services for vulnerable individuals, was recently inaugurated, alongside the development of a digital system to expedite asylum processing.

    During the event, Vice Minister Portal reaffirmed El Salvador’s dedication to protecting displaced individuals, underscoring a rights-based approach. “Our goal is to provide safety and opportunities for all our people,” she remarked.

    In addition to the ministerial meeting, Portal met with Salvadoran expatriates in Chile to strengthen ties with the diaspora. She praised their cultural contributions and solidarity, particularly their recent support for compatriots affected by natural disasters. “Your actions exemplify the enduring strength of our shared identity and unity,” she noted.

    The Cartagena +40 event was led by UN High Commissioner for Refugees Filippo Grandi, Chilean Foreign Minister Alberto van Klaveren, and other regional leaders, underscoring a collective commitment to addressing global mobility challenges.

    The Government of President Nayib Bukele has unveiled a robust plan to ensure safety and well-being during the festive season. The “End of Year Plan,” presented by the National Civil Protection Commission, will remain active from today until January 2, 2025, focusing on strategic measures across highways, beaches, mass events, commercial areas, and recreational parks.

    “This plan strengthens emergency prevention and response nationwide through the coordinated efforts of institutions within the National Civil Protection System,” stated Luis Amaya, Director of Civil Protection.

    The Ministry of Health confirmed that public hospitals will operate fully during the holiday season, including the facilities of the Salvadoran Social Security Institute, the Armed Forces Medical Battalion, and Magisterial Well-Being. “All 31 public hospitals will be active during the main festivities,” assured Health Minister Francisco Alabí.

    Beach safety has also been prioritized, with lifeguard units stationed at 28 popular beaches, covering 110 strategic points. Over 100,000 personnel from various institutions will work together to ensure public safety. Vehicular checkpoints and road safety education campaigns will also be implemented, alongside a free towing service provided by the Ministry of Public Works, accessible via 2510-0199.

    Adding a festive touch, the National Music School will perform five times during the holiday season, starting on December 15 at the Gerardo Barrios Plaza.

    Tourism expectations are high, with ISTU President Eny Aguiñada forecasting 125,000 international visitors from December 21 to January 2, contributing approximately $125 million to the economy. Public parks, tourist sites, and beaches are projected to welcome 1.2 million visitors, a 5% increase from last year.

Guests were introduced to three signature rums: Indigo, Xaman, and Nantli, each showcasing unique flavors inspired by Salvadoran heritage and tradition.

    Following the tasting, attendees enjoyed a curated pairing experience, sampling the rums alongside specially designed culinary creations that enhanced their flavors and aromas.     Cindy Dyer, the U.S. Ambassador on Special Mission to Monitor and Combat Trafficking in Persons, spoke about the urgent need for action, asserting that every case matters and should be reported and addressed.

    The event, held in conjunction with the International Day for the Elimination of Violence Against Women, was organized by the SCJ’s Criminal Chamber, in partnership with the U.S. State Department and the International Narcotics and Law Enforcement (INL) office.     Legislative Assembly Ratifies $235 Million Loan for Smart Health Program.

    The Legislative Assembly has ratified a $235 million loan agreement with the Inter-American Development Bank (IDB) to enhance the country’s public health system. The loan, approved by 58 legislators, will fund the Smart and Comprehensive Health Program (Prosint), which aims to improve health services at all levels of care. The only abstention came from Claudia Ortiz, a deputy from the VAMOS party.

    The loan will be used to install a digital healthcare system, upgrade health infrastructure, and build the capacity of healthcare professionals. Prosint will focus on expanding services for chronic disease patients, including those with conditions such as hypertension, diabetes, heart failure, and cancer.

    A key element of the program is to bring care for chronic diseases, traditionally handled by second and third-level hospitals, to first-level healthcare centers. This shift will allow for more efficient care and alleviate the burden on higher-level hospitals. The Ministry of Health will manage the initiative, which includes investing in infrastructure for basic, intermediate, and specialized community health units.

    One of the key projects under Prosint is the creation of CENT (Centers for the Care of Non-Communicable Diseases), which will provide dedicated care for individuals with chronic conditions, particularly as these diseases increasingly affect younger populations. Seven health facilities will benefit from construction, expansion, remodeling, and equipment to serve these needs.

    The Ministry of Foreign Affairs, with support from the U.S. Agency for International Development (USAID), hosted a recruitment event under the Labor Mobility Program, offering Salvadorans temporary work opportunities in the United States.

    For the second time, All Star Services, a Tennessee-based company specializing in staffing for the hospitality industry, visited El Salvador to recruit over 130 candidates for temporary positions.

    This initiative, managed by the Directorate of Diaspora and Development and supported by El Salvador’s diplomatic and consular network, aims to provide Salvadorans with secure, orderly, and regulated pathways to employment abroad. Participants benefit from acquiring professional experience and improving their quality of life.

    “Through this program, aligned with the development initiatives of President Nayib Bukele’s government, we are showcasing the quality and productivity of Salvadoran labor, attracting more companies in search of skilled workers,” said Elsy Vásquez, Director of the Diaspora and Development Office.

    Christian Blocker, a representative of All Star Services, expressed gratitude for the collaboration between both governments. “This is our second time recruiting in El Salvador. These events are crucial for offering more job opportunities,” he stated.

    Candidates also attended an informational session addressing details about the program and guidance on identifying and reporting fraudulent job offers. The recruitment process is entirely free, with the Ministry directly connecting applicants to employers.

    Gabriela Bolaños, a 19-year-old from Cojutepeque, shared her excitement: “I feel privileged to be part of this program. It opens new doors for me to work in a country with many opportunities.”

    The event was attended by Shawn Williams of All Star Services, Christopher Cushing, USAID Mission Director in El Salvador, and officials from the Ministry of Foreign Affairs.

    The Labor Mobility Program has facilitated temporary employment for over 14,000 Salvadorans through H-2 visas, contributing to the development of Salvadoran talent abroad.

    So far in 2024, the Ministry has achieved $3.5 million in export sales across industries like plastics, coffee, and textiles, alongside $111.5 million in investments in real estate, tourism, and manufacturing.

    The strategy launch was attended by key officials, including Secretary of Commerce and Investment Miguel Kattán, Economy Minister María Luisa Hayem, Tourism Minister Morena Valdez, INVEST President Rodrigo Ayala, and COEXPORT President Silvia Cuéllar.

    With this roadmap, El Salvador is set to strengthen its competitiveness and pave the way for a prosperous future on the global stage.

    Colombia’s delegation praised El Salvador’s social and economic transformations, particularly efforts targeting youth empowerment through initiatives like Urban Centers for Well-Being and Opportunities and the development of Surf City tourism. Ambassador Carlos Rodríguez Bocanegra emphasized the importance of joint efforts in security and the broader impact of bilateral cooperation.

    The meeting concluded with formal presentations and the signing of cooperation agreements by Salvadoran and Colombian institutions, which showcased best practices and successful initiatives.
