El Salvador is placing security at the beginning of a broader national transformation, according to Foreign Minister Alexandra Hill Tinoco, who emphasized that public safety should serve as a foundation for further development rather than represent an end in itself.
“Security is not the final destination. It is the starting point,” Hill Tinoco said in a statement highlighted by UN News, framing security as a condition that can enable countries to pursue wider social and economic objectives.
The message reflects El Salvador’s efforts to connect improvements in public safety with broader national priorities, including investment, tourism, economic development and opportunities for its population.
