El Salvador has entered a new regulatory stage for professionals involved in urban planning, construction, and related technical services with the entry into force of the Special Law on Professional Responsibility.

The legislation establishes a framework governing professionals and service providers participating in the planning, design, execution, supervision, control, and maintenance of construction and urban development projects. The law also introduces registration, oversight, and accountability mechanisms for the sector.

Paola Bardi de Acosta, executive director of the Directorate of Territorial Planning (DOT), highlighted the importance of supporting the technical community as the new framework is implemented, emphasizing clearer rules for professional practice.

The regulatory framework forms part of El Salvador’s broader modernization of land-use planning and construction permits, with mechanisms intended to strengthen professional accountability, transparency, and technical standards across the industry.

As the new law takes effect, professionals and technical service providers will operate under a more defined set of requirements designed to provide greater clarity throughout the construction and urban-development process.
