Vice President Félix Ulloa Jr. welcomed more than 1,000 participants to the keynote address “Leadership Based on the Transformation of People: A New Cultural and Political Perspective for Institutional Modernization”, delivered by Alejandro Gutman, president of the Board of @integracionsv, in coordination with the Higher School of Innovation in Public Administration (ESIAP).
The event forms part of the government’s strategy to modernize public administration by strengthening institutional capacity and providing officials with new tools for efficiency and citizen service. Vice President Ulloa emphasized that training through ESIAP is essential to ensuring a public sector capable of outperforming the private sector in terms of responsibility and service quality.
“We cannot leave a legacy or ensure that the public sector is better than the private sector without public servants who responsibly assume their role,” Vice President Ulloa stated.
Since its creation, ESIAP has trained more than 11,000 public servants, reflecting the government’s commitment to professionalizing public administration under President Nayib Bukele’s leadership. The keynote also introduced the New Social Development Model, presented by Alejandro Gutman, which promotes a “Culture of Integration” to address poverty at its roots and foster true social development through community participation.
The event was attended by high-level government officials, including Education Minister Karla Trigueros, the President of the Court of Accounts Walter Sosa, Vice Minister of Foreign Affairs Adriana Mira, as well as academics, students, and members of the diplomatic corps.
This initiative reaffirms the administration’s commitment to building a modern El Salvador where education, institutional reform, and social integration serve as key pillars for sustainable national development.
