President Nayib Bukele met on Wednesday with Bo Hines, top advisor on digital assets to former U.S. President Donald Trump, to explore a strategic alliance between El Salvador and the United States in Bitcoin policy development and emerging financial technologies. The meeting, held at the Presidential Palace, signals increasing bilateral cooperation in the rapidly evolving landscape of decentralized finance.
Bo Hines, Executive Director of the White House Council of Presidential Advisors on Digital Assets, praised the Salvadoran president for his leadership.

“The meeting with President Bukele was excellent. He is leading transformative change in El Salvador,” Hines stated. “We discussed innovation in digital assets and our shared commitment to shaping the future of global finance.”
This high-level visit follows President Trump’s recent executive order establishing a U.S. Bitcoin Strategic Reserve, inspired by El Salvador’s Bitcoin strategy launched in 2021. The Salvadoran government currently holds 6,198 BTC in its national treasury, positioning the country as a global pioneer in sovereign Bitcoin adoption.
Bo Hines has been a prominent voice in advocating for large-scale BTC accumulation. Speaking at the Digital Asset Summit in New York, he affirmed that the Trump administration aims to collect Bitcoin “on an unprecedented scale,” referring to it as a modern store of value akin to gold.
Also present at the meeting was Stacy Herbert, Director of El Salvador’s National Bitcoin Office (ONBTC).
“Bo kindly acknowledged that President Bukele is, of course, the pioneer in the adoption of Bitcoin by a nation-state,” said Herbert. “Under this policy, El Salvador has positively transformed its global image as ‘Bitcoin Country.’”
The discussions extended beyond Bitcoin to include stablecoins, particularly relevant in light of the GENIUS Act, currently under review in the U.S. Congress.
“El Salvador is, of course, home to the world’s largest stablecoin issuer, Tether,” Herbert noted. “This is important for us going forward.”
Both parties committed to maintaining an open channel of communication to deepen collaboration in digital capital markets, including Bitcoin reserves, stablecoin infrastructure, and sovereign-level crypto policy development.
As El Salvador continues to consolidate its leadership in digital assets, and the United States under Trump explores similar mechanisms, the two nations are emerging as key players in building a new decentralized financial order with Bitcoin at its core.
