El Salvador Upskills Regulators to Lead in Digital Finance.

El Salvador’s National Digital Assets Commission (CNAD) has completed a specialized postgraduate program in crypto, blockchain, and decentralized finance from the University of CEMA (UCEMA). The eight-month online course equipped team members with the knowledge to navigate the evolving digital finance landscape.

CNAD president Juan Carlos Reyes emphasized the institution’s commitment to excellence. “Our goal is to achieve the highest level of technical training and specialization for our team,” he stated. He added that the program, unique in Latin America, ensures continuous learning to enhance the commission’s expertise.

Currently, CNAD oversees the world’s largest volume of digital assets under supervision, estimated between $150 billion and $250 billion. More than 50 companies have received approval to launch stablecoin projects and tokenize real-world assets, leveraging blockchain’s transparency and global reach.

Among them is Tether, the world’s largest stablecoin issuer, which is relocating its operations to El Salvador after securing regulatory approval. Reyes credits the commission’s success to its highly specialized staff, noting, “Everyone must understand Bitcoin, blockchain, and the technologies involved. Our team is highly skilled in both finance and technology.”
