Puerto Rico House Speaker Visits El Salvador Assembly to Explore Country’s Security Frameworks and Parliamentary Models.

El Salvador’s Legislative Assembly welcomed Carlos Méndez Núñez, Speaker of the House of Representatives of Puerto Rico and President Pro Tempore of the Forum of Presiding Officers of Legislative Bodies of Central America and the Caribbean Basin (FOPREL). The high-level meeting focused on institutional governance and the exchange of legislative strategies between both territories.

During the visit at the Salón Azul, Assembly President Ernesto Castro met with the Puerto Rican legislative leader to examine the legal frameworks implemented in El Salvador to tackle public safety challenges. Castro highlighted how these parliamentary measures have transformed the nation’s security environment, positioning the Salvadoran model as a point of reference for regional discussion.

The dialogue emphasized the pivotal role of legislative assemblies in establishing solid regulatory foundations that support national stability and long-term development. “We are pleased to share the Salvadoran experience. We will continue working together to strengthen the ties between our parliaments,” Castro stated following the proceedings.

This official engagement underscores growing inter-parliamentary cooperation across Central America and the Caribbean. By sharing operational models and legislative best practices through organizations like FOPREL, regional leaders aim to enhance parliamentary democracy, lawmaking efficacy, and legal security across member jurisdictions.
