How El Salvador Plans to Turn Historic San Salvador into Central America’s Premier Destination Over the Next 15 Years.

El Salvador has officially unveiled a comprehensive 15-year master plan to revitalize the Historic Center of San Salvador, transforming the country’s heartland into a major hub for tourism and investment. Developed in partnership with the Inter-American Development Bank (IDB) and key metropolitan authorities, this strategic roadmap focuses on urban infrastructure, environmental sustainability, heritage protection, and economic expansion.

The initiative builds on a massive wave of international interest, with El Salvador welcoming 4.1 million visitors last year and generating over $3.6 billion in foreign exchange revenue. Once an overlooked district, the historic downtown recently surged to become the country’s second most visited destination, creating a strong foundation for long-term growth.

This ambitious blueprint establishes clear regulatory frameworks and long-term stability designed to attract both public and private capital. IDB representative Ezequiel Cambiasso highlighted the project’s holistic scope, explaining that “this plan constitutes a roadmap to guide public and private investments, establish short, medium, and long-term programs, and facilitate coordination between different actors in the territory.”

Rooted in a revitalization effort originally championed by President Nayib Bukele during his tenure as mayor, the plan serves as a blueprint for sustainable development across seven core components, including mobility, safety, and cultural preservation. Tourism Minister Morena Valdez noted that years of unified institutional coordination have turned the capital into a thriving destination capable of supporting over 400,000 direct and indirect jobs.

With the newly established Historic Center Authority managing its execution, the government aims to position San Salvador as Central America’s premier cultural and commercial destination over the next decade and a half. By blending historic preservation with modern urban planning, El Salvador is offering international investors and global travelers a compelling reason to keep their eyes on the capital.
