El Salvador Government Strengthens Trust and Confidence in the Construction Sector.

The Government of El Salvador, under the leadership of President Nayib Bukele, continues to strengthen its commitment to economic development by providing certainty, security, and confidence to the national construction sector. Through close collaboration with key institutions and private investors, the country is creating a favorable environment for long-term growth.

On Monday, the Minister of Economy, María Luisa Hayem, joined Luis Rodríguez, director of the San Salvador Metropolitan Area Planning Office (OPAMSS), in a strategic visit to the construction site of Garden Towers, a major vertical housing project by Grupo Roble in San Salvador Sur. This visit reflects the ongoing public-private alliance to streamline investment processes and promote urban development.

The Garden Towers project involves a nearly $70 million investment and is expected to create 450 direct jobs while adding 576 new apartment units to the capital. Officials emphasized that this initiative is part of a broader vision shared by both government and developers to redefine housing standards in the city and meet growing residential demand.

“We are now witnessing the fruits of the work that began in June 2019, when we committed to removing the barriers to economic development,” said Luis Rodríguez. “Thanks to the leadership of President Nayib Bukele, we’ve optimized procedures, and today, companies like Grupo Roble are responding with confidence and growth.”

The construction sector has shown significant momentum, with a 17.5% increase in economic activity this year alone—one of the highest-performing areas of El Salvador’s economy. The Ministry of Economy and OPAMSS are also working together on logistics, industrial development, and housing investments to ensure continued progress.

A key part of this initiative includes workforce training. “We are aligning with the private sector to develop the human talent needed to supply an expanding construction industry,” Rodríguez added.

Rafael Menéndez, Grupo Roble’s regional director for the north, expressed his confidence in the country’s current investment climate: “Institutional support gives us the certainty to move forward, make decisions faster, and stay on the right path.”

The first of four buildings in the Garden Towers complex is expected to be completed by the end of this year, with full project delivery scheduled within four years.
