El Salvador’s Security authorities report that nearly all homicide cases are now being solved, thanks to the Homicide Resolution Protocol (PRHO) implemented under President Nayib Bukele’s administration. The protocol activates multiple police units immediately after a murder is reported, leading to swift arrests—often within 72 hours.
The National Civil Police activates the Homicide Resolution Protocol (PRHO) immediately after a murder is reported. This mechanism brings together more than seven specialized units with one goal: to locate and arrest those responsible so they can face justice.
“This country no longer belongs to criminals. The days of forgiveness and forgetting are over,” said Security Minister Gustavo Villatoro.

In 2015, the country averaged over 18 murders per day, with most going unpunished. Now, over 98% of homicide cases this year have been resolved. Between May 1 and 19, four homicides were reported and all suspects were captured, including Dilcia Alejandra Navarro Umaña, accused of a double murder in San Miguel.
“We will show no mercy to anyone who takes a Salvadoran life,” Villatoro stated.
