El Salvador’s Vice President, Félix Ulloa Jr., took part in the XIII St. Petersburg International Legal Forum (SPILF), one of the world’s leading platforms for legal dialogue.

In his address, Ulloa shared El Salvador’s experience in public security and justice reform, emphasizing the Territorial Control Plan and the creation of the high-tech Terrorism Confinement Center (CECOT). He also highlighted rehabilitation programs for inmates, including vocational training in areas like carpentry and agriculture, noting that “part of the production supports families and local communities.”

The forum, organized by Russia’s Ministry of Justice and Roscongress Foundation, gathered over 5,000 delegates from 80+ countries. The event also marked 33 years of diplomatic relations between El Salvador and Russia, reflecting growing bilateral ties and El Salvador’s commitment to international legal cooperation.
