In a strategic move to modernize and professionalize public administration, the Vice President of El Salvador, Félix Ulloa Jr., in his role as Rector of the School of Innovation in Public Administration (ESIAP), has formalized an academic partnership with Tecnológico de Monterrey, one of Latin America’s most prestigious universities. The agreement was sealed during an official visit to the Mexican institution, where Vice President Ulloa and ESIAP’s Executive Director, Claudia de Larin, met with Juan Pablo Murra, Rector of Tecnológico de Monterrey.

The partnership will be implemented through the university’s School of Government and Public Transformation, led by Director Miguel Santos, and aims to bridge the gap between the public and private sectors by equipping public servants with cutting-edge knowledge and practical skills.
As the first result of the agreement, 30 Salvadorans will be awarded full scholarships to pursue a Master’s in Public Policy (MPP). This advanced program was designed in collaboration with ESIAP and includes transdisciplinary training that prepares professionals to formulate, implement, and evaluate public policies. The curriculum integrates data-driven decision-making, applied economics, strategic foresight, and technological innovation—key tools to tackle the complex public challenges facing the country.
“In El Salvador, we believe the public sector must be equal to or better than the private sector,” stated Vice President Ulloa. This initiative underscores the government’s broader commitment, under the leadership of President Nayib Bukele, to invest in high-quality human capital as a driver of national competitiveness and modernization.
The agreement also paves the way for future initiatives, including academic exchanges, internships for local and international students in public institutions, and the use of three artificial intelligence tools developed by Tecnológico de Monterrey. These AI tools will enhance teaching and learning processes, support research programs, and help evaluate the impact of educational innovation within El Salvador’s public sector.
With this partnership, El Salvador continues to position itself as a regional leader in public administration reform, focused on innovation, talent development, and strategic international cooperation.
