The Republic of El Salvador and the Russian Federation are enhancing their bilateral relations, focusing on key areas for regional development. Vice President Félix Ulloa Jr. recently welcomed a courtesy visit from Russian Ambassador Mikhail Ledenev and the Head of the Russian Embassy in El Salvador, Alexander Ilyukhin.
During their meeting, the leaders discussed El Salvador’s pioneering role in the digital economy. Vice President Ulloa highlighted the nation’s groundbreaking adoption of Bitcoin as legal tender, supported by a comprehensive legal framework that has boosted financial inclusion and attracted investment. A notable example is Tether’s decision to relocate its headquarters to El Salvador and establish an operations tower within the country. Ambassador Ledenev expressed interest in learning more about El Salvador’s experience in this field and conveyed the interest of a Russian financial entity in establishing strategic relations with the nation.

The discussions also touched on the efforts led by the Higher School of Innovation in Public Administration (ESIAP) to professionalize public service. Vice President Ulloa detailed how ESIAP’s diverse academic offerings have positively impacted over 13,000 public servants. In response, Ambassador Ledenev expressed Russia’s willingness to expand the number of scholarships available to Salvadorans, contributing to ESIAP’s mission.
This meeting underscores the mutual commitment to deepening collaboration in areas that promise to bolster development and innovation in both countries.
