The high-level meeting focused on sharing El Salvador’s transformative public policies under President Nayib Bukele, highlighting judicial and penal reforms, the State of Exception, the terrorism confinement center (CECOT), and the zero-idleness program (Plan Cero Ocio) that have restored peace and public safety across the Central American nation.
To expand economic and technological exchange, both nations agreed to establish a Binational Business Council aimed at boosting bilateral trade, foreign investment, and development opportunities. Vice President Ulloa showcased El Salvador’s aggressive modernization strategy, pointing to key achievements in artificial intelligence and digital transformation. Notable projects presented included the Doctor SV application, the landmark strategic partnership with Google Cloud, and the widespread digitization of state procedures at institutions like the National Registry Center (CNR).
The dialogue also addressed El Salvador’s pioneering regulatory framework for digital assets and tokenization, led by the National Commission for Digital Assets (CNAD), which has positioned the country as an international benchmark in fintech innovation. Impressed by these advancements, the incoming Colombian authorities expressed strong interest in conducting an official state visit to El Salvador to gain firsthand insights into its public safety results, tech ecosystem, and regulatory frameworks.
