El Salvador to Honor FIFA Referees Ivan Barton and David Moran After Historic 2026 World Cup Run.

Following their historic officiating milestone at the 2026 FIFA World Cup, El Salvador’s Nuevas Ideas lawmakers have formally requested that the Legislative Assembly grant special recognition to referees Iván Arcides Barton Cisneros and David Jonathan Morán Santos. The initiative, which has been sent to the Committee on Children and Social Integration for review on Tuesday, July 21, highlights the duo as exemplary figures who have brought immense prestige to the nation on the global sports stage.

The legislative push stems from their recent selection by FIFA to handle the high-stakes World Cup semifinal, cementing their status as elite historical references for Central American refereeing. Lawmakers emphasized that the officials have built exemplary international careers, paving the way for a unanimous call to award them for “their extraordinary merits, their outstanding international career, and the valuable contributions that bring prestige to the Republic of El Salvador.”

David Morán has served as an international FIFA assistant referee since 2015, contributing to major tournaments including the Qatar 2022 and 2026 World Cups, the 2023 and 2025 FIFA Club World Cups, and multiple Concacaf Gold Cups. Meanwhile, Santa Ana-native Iván Barton—who holds a degree in Chemical Sciences and formerly taught organic chemistry—joined the FIFA ranks in 2018, building a stellar portfolio across the Tokyo 2020 Olympics and elite regional club tournaments.

During the 2026 tournament alone, Barton served as the central referee for four matches, including Turkey vs. Paraguay, Japan vs. Sweden, Switzerland vs. Colombia, and the prestigious France vs. Spain semifinal, bringing his career total to seven World Cup matches. Barton also made international headlines by becoming the first referee to enforce FIFA’s new disciplinary rule against unsportsmanlike behavior, notably sending off a player for covering their mouth to insult an official during the Turkey-Paraguay fixture.
