El Salvador Strengthens Ties with Italy to Improve Affordable Housing in San Salvador.

El Salvador is deepening its international partnerships as part of a broader strategy to expand access to affordable housing, with a new agreement signed alongside Italian institutions to support urban development in the country’s capital. The initiative centers on the revitalization of San Salvador’s Historic Center, an area that has become a focal point for social, economic, and cultural renewal efforts in recent years.

Housing Minister Michelle Sol emphasized that the collaboration reflects a shared commitment between El Salvador and Italy to combine technical expertise and long-term vision. “This agreement goes beyond borders, bringing together knowledge, experience, and a common vision for the future,” she said, highlighting the continuity of support from the Italian government since the beginning of President Nayib Bukele’s administration.

At the core of the program is a cooperative housing model designed to empower local communities. Through training, certification, and technical assistance, the initiative aims to strengthen the capabilities of housing cooperatives, government institutions, and residents involved in rebuilding efforts. The model promotes collective ownership, self-management, and active participation of families in construction and decision-making processes, fostering both community cohesion and practical skills.

Italian Ambassador Paolo Emanuele Rozo underscored the broader significance of the partnership, noting that access to adequate housing is a universal right. “I am convinced that our institutions will contribute with commitment and rigor to more effective and equitable urban planning,” he stated. The project will also support the development of planning tools and methodologies that could be replicated in other parts of the country.

With an investment of over $650,000 to be implemented within 15 months, the initiative is expected to deliver tangible results, including the construction of hundreds of apartments in central San Salvador. Several units have already been completed, with additional developments nearing completion. As El Salvador continues to position itself as a hub for urban innovation, the partnership with Italy signals a growing emphasis on sustainable, inclusive housing solutions.
