Historic Budget Proposal Puts Salvadorans at the Heart of Public Spending.

El Salvador’s Ministry of Finance has presented the 2026 General State Budget to the Legislative Assembly, outlining a strong focus on social development. Of the total $10.55 billion in planned government spending, $3.95 billion—representing 37.4 percent—will be directed toward improving education, health, housing, and community programs nationwide.

Education will receive the largest share, with $1.64 billion allocated to continue the Two Schools Per Day program, which modernizes and rebuilds public school infrastructure across the country. The initiative aims to ensure quality learning environments for students and teachers alike.

Health follows as the second major focus, with $1.26 billion dedicated to expanding the Integrated Health System and improving access to services for children, women, and senior citizens. The plan also includes sustained support for the Center for Non-Communicable Diseases, which assists patients with chronic conditions such as diabetes and hypertension.

Additional allocations include $39 million for the Ministry of Local Development, $33.1 million for social programs under the Presidency, $30.8 million for the Ministry of Culture, and nearly $15 million for the Ministry of Labor to expand job opportunities both domestically and abroad. The Ministry of Housing will receive $13.6 million for projects that provide legal housing titles, promote affordable homes, and revitalize the Historic Center of San Salvador with new social housing options.

Economist Nelson Flores highlighted the significance of the proposal, stating that “it is the first budget in El Salvador’s history that places the human being at the center of public attention, prioritizing social areas such as health and education.” He added that “it represents a financial plan that adjusts investment to meet the real needs of the population.”
