Bukele Transforms El Salvador’s Prisons: From Disorder to Discipline and Civic Renewal

Women inmates at the Apanteos Penitentiary Center in Santa Ana participated in a civic event commemorating El Salvador’s National Independence, as part of the government’s Zero Ocio (Zero Idleness) Plan. The initiative, promoted by the country’s New Penitentiary System, emphasizes educational, cultural, and civic activities that foster social reintegration through discipline and respect for national values.

The civic commemoration highlighted how the Zero Ocio Plan not only seeks to reduce inactivity inside correctional facilities but also to instill a sense of identity, responsibility, and patriotism among participants.
