170 Days Without Homicides in 2025: A Milestone in Western Hemisphere Public Safety
According to El Salvador’s Ministry of Security, the country has reached 170 days without a single homicide in 2025, as of July. This achievement marks a historic moment in national security, reflecting a long-term downward trend in violent crime.

As highlighted by the National Civil Police (PNC), El Salvador has registered 968 homicide-free days since President Nayib Bukele took office. Of those, 854 occurred during the ongoing State of Exception, reinforcing the government’s argument that its current security framework is not only aggressive but also effective in protecting civilian life.

The Territorial Control Plan: A Strategic Shift
At the heart of this change is the Territorial Control Plan, launched in mid-2019. The plan includes strategic law enforcement operations, increased state presence in historically violent areas, and investments in technology, intelligence, and community programs. It was later strengthened by the State of Exception, a legal measure enabling swift detention of gang members and dismantling of criminal networks.
As of July 2025, over 80,000 gang members have been arrested, and thousands of weapons, phones, and illicit goods have been seized. The vast majority of the country’s territory is now considered safe for both citizens and tourists.

Megaprison and New Penal Strategy
A symbol of the government’s firm stance on organized crime is the CECOT (Center for the Confinement of Terrorism), a state-of-the-art prison designed to hold up to 40,000 high-risk inmates. This facility, along with enhanced court and policing systems, has drastically reduced gang influence both inside and outside the penitentiary system.
Public Support and International Debate
Despite criticism from some human rights organizations, public support remains extremely high—with recent polls showing approval ratings of 91% for the President’s security policies. Residents now walk freely in neighborhoods that were once considered «no-go zones.» Business activity, tourism, and daily life have rebounded.

Safer Than the U.S.?
According to the Salvadoran government, El Salvador now reports a lower homicide rate than major U.S. cities like Chicago, New Orleans, and Baltimore. These numbers have been published regularly on official platforms such as @PresidenciaSV, @SeguridadSV, and @PNCSV.
A New Image for a New Nation
El Salvador’s security turnaround is redefining its international image. Tourists and investors are returning. International events—including a WBC world boxing event this September and high-level business summits—are now being hosted in the country with confidence.

A Model for the Region?
What was once dismissed as an unattainable dream is now a reality: El Salvador has become one of the safest countries in the Americas. While challenges remain, the country’s bold and results-driven approach is being watched closely by neighboring nations seeking to address similar crises.
