El Salvador to Pioneer Robotics Legislation in Latin America.

El Salvador is set to become the first country in Latin America to adopt a national legal framework dedicated to robotics technologies, as the Legislative Assembly prepares to vote on the groundbreaking Robotics Technologies Law. The bill, promoted by the Executive and backed by the Assembly’s Technology, Tourism, and Investment Committee, is expected to pass during today’s plenary session.

This legislation marks a significant step forward in innovation policy, aiming to establish specialized robotics laboratories, offer tax incentives, and integrate robotics education into the national curriculum through the Ministry of Education, Science, and Technology.

Strategic Investment in the Future of Robotics

El Salvador’s Minister of Economy, María Luisa Hayem, emphasized that the law will foster research, development, and manufacturing of robotics technologies. It also sets forth a framework for the application of robotics in commerce, industry, education, and other strategic sectors.

“This law would be a breath of relief in terms of global regulations on robotics and would represent a strategic investment in the country’s economic future,” stated Mario Flamenco Rivas, Director of the National Agency for Artificial Intelligence (ANIA). “It will attract investment and generate specialized jobs.”

Manuel Cardona Gutiérrez, Vice-Rector of Science and Technology at Don Bosco University, echoed the potential for national competitiveness:

“El Salvador will be a pioneer in the region. This will generate wealth and employability and develop a supply chain for the industry we are committed to.”

Key Features of the Robotics Technologies Law

  • Creation of tax incentives for first-of-its-kind robotics deployments, encouraging innovation and investment.
  • Establishment of specialized laboratories and innovation centers focused on both physical and digital robotics research.
  • Support for pilot testing of robotics-based solutions to promote experimentation and rapid technological growth.
  • Integration of robotics in the national education system, from primary to higher education levels, in partnership with the Ministry of Education.

The initiative positions El Salvador as a regional leader in robotics policy and innovation, signaling its long-term commitment to technology-driven economic development and global competitiveness.
