El Salvador has introduced the Labor Reintegration Protocol (PROLAB), a new tool aimed at helping returned migrants find employment by strengthening coordination between government agencies and the private sector.

The initiative builds on a successful first phase in January last year, where returnees were trained as cashiers and warehouse assistants through a strategy called FOME (Training Tailored to the Company). This approach allowed companies to help design training programs, increasing the chances of employment for participants.
Supported by the Central American Integration System (SICA) and its social branch SISCA, PROLAB now formalizes these efforts to provide more job opportunities for returned Salvadorans while supplying businesses with skilled workers.

“This protocol institutionalizes coordination between the Vice Ministry and ASI under a human rights-based approach,” said María Elena Beltrán, Acting Director of Protection for People in Mobility. She also emphasized plans to adapt training to company needs.
Jorge Salvador Arriaza, President of ASI, added, “To reindustrialize El Salvador, human talent is essential. I commend the Ministry of Foreign Affairs for their work on migration and reintegration.”

The launch event brought together government officials, business representatives, and SISCA, reinforcing El Salvador’s commitment to supporting returned migrants and boosting national development.
