El Salvador Launches National Agency for Artificial Intelligence to Drive Ethical Tech Development.

As part of its long-term strategy to foster innovation and responsible technological growth, the Government of El Salvador has officially launched the National Agency for Artificial Intelligence (ANIA). The new institution was established under the recently approved Law for the Promotion of Artificial Intelligence and Technologies, which provides the legal and policy framework for the development, integration, and regulation of AI in the country’s public and private sectors.

ANIA will serve as the central authority for coordinating national efforts in AI research, education, investment, and governance. Its responsibilities include overseeing compliance with the new legislation, managing the National AI Development Registry, promoting ethical standards, and facilitating cooperation with international partners and technology companies.

The agency will also lead nationwide training and talent development programs aimed at preparing Salvadorans for careers in artificial intelligence. This approach aligns with the government’s broader goal of ensuring that technological advancement is inclusive, ethical, and centered on national development.

To lead the institution, the government has appointed Mario Flamenco, who brings experience from his work with the National Bitcoin Office (ONBTC), particularly in designing education initiatives such as CUBO+, a technical program focused on Bitcoin software development. His background includes collaboration with industry experts and global tech companies, as well as recent efforts to extend similar training models to the AI field, including CUBO AI, which recently launched with the participation of ARK Investments CEO Cathie Wood.

Flamenco emphasized the importance of education as a foundation for attracting responsible investment. “Prepared human capital is essential for sustainable tech growth,” he noted. As part of his previous work, he has engaged with companies such as Google AI and NVIDIA to explore certification programs and workshops aimed at developing local expertise.

According to ANIA’s strategic vision, the agency will promote an understanding of artificial intelligence that goes beyond consumption, encouraging critical thinking, responsible use, and local innovation. Officials state that the institution will work to ensure that AI is developed in ways that respect Salvadoran values and contribute to long-term national progress.

With this initiative, El Salvador becomes one of the first countries in the world to establish a dedicated national AI agency, reinforcing its commitment to technological development, educational opportunity, and ethical leadership in the digital era.
