CABEI Approves $135 Million to Modernize Key Routes in El Salvador.

The Central American Bank for Economic Integration (CABEI) has approved $135 million in financing for the Road Infrastructure and Urban Mobility Program – Phase I, a strategic initiative that will benefit more than 1.6 million Salvadorans by modernizing essential road corridors across the country.

The program aims to enhance urban mobility and road connectivity in El Salvador, targeting key economic and transit zones such as Constitución Boulevard, Los Próceres Boulevard, and the access to La Libertad. These improvements are expected to reduce average travel times on these routes by 33%, from 26 minutes to just 17.

One of the most significant interventions will take place on Route LIB12S, between CA04S and Nuevo Cuscatlán, a gateway to the growing tourism and investment hub of La Libertad’s coastal corridor. The road will be expanded to four lanes, easing the flow of people and goods without disrupting operations on the Port of La Libertad Highway.

Another major upgrade involves Constitución Boulevard, where three overpasses will be constructed to support increased private investment and improve regional connectivity between Apopa, Nejapa, and Quezaltepeque—areas undergoing rapid urban expansion.

In the heart of the San Salvador Metropolitan Area, Los Próceres Boulevard will be renovated with three new overpasses. This critical traffic artery connects with the Pan-American Highway, Monseñor Romero Boulevard, and Comalapa Highway, serving as a vital hub for thousands of commuters daily.

The project also prioritizes climate resilience and sustainable infrastructure. It will implement eco-efficient construction technologies, enhanced drainage systems, natural protection barriers, and technical training for infrastructure maintenance during extreme weather conditions.

CABEI is also coordinating with the OPEC Fund for International Development (OFID) to secure $30 million in co-financing, which would improve financial conditions and expand El Salvador’s reach among multilateral development institutions.

This announcement comes shortly after CABEI confirmed an additional $215 million in funding in late May, including $150 million for FOVIAL and $65 million for the second phase of the Surf City program—highlighting continued support for infrastructure development and regional integration.

With this investment, CABEI reaffirms its commitment to sustainable economic growth and the modernization of El Salvador’s road infrastructure, ensuring better mobility, lower operating costs, and improved quality of life for millions of citizens.
