CABEI Approves $215 Million to Boost Infrastructure and Tourism in El Salvador.

El Salvador has secured a new $215 million financing package from the Central American Bank for Economic Integration (CABEI), reinforcing its national development goals through strategic investments in road infrastructure and tourism. The funds will be allocated to the Road Conservation Fund (FOVIAL) and the second phase of the Surf City program, with a direct impact on thousands of Salvadorans.

The financing is divided into $150 million for FOVIAL and $65 million for Surf City Phase II. With this second credit line extension, FOVIAL now has access to a total of $400 million, earmarked for the maintenance and improvement of paved and unpaved roads, bridges, road signage, and safety infrastructure across El Salvador.

This initiative is part of CABEI’s 2025–2029 Institutional Strategy, which promotes regional economic growth through productive infrastructure development. The investment aims to enhance mobility, road safety, and national connectivity, while contributing to long-term sustainable development.

The $65 million allocated to Surf City Phase II will support infrastructure upgrades along a key coastal corridor between the Xanadú residential area and El Zonte beach—one of the country’s most promising tourism zones. This project includes the expansion of 8.2 kilometers of road from two to four lanes, the addition of bike lanes and pedestrian walkways, and the construction of a four-lane bridge over the Huiza River to improve resilience during the rainy season.

Moreover, two wastewater treatment plants will be installed on beaches including El Majahual, San Blas, El Cocal, Conchalío, San Diego, and Cangrejera, directly benefiting more than 20,000 residents and significantly enhancing environmental conditions in these coastal communities.

The Surf City initiative is expected to positively impact over 69,000 Salvadorans—more than half of whom are women—by creating jobs, improving urban services, and strengthening the local economy through sustainable tourism.
