El Salvador Earmarks $50M to Facilitate Homeownership.

The Government of El Salvador has approved a $50 million loan agreement to expand access to affordable and sustainable housing for vulnerable families. The funds, provided by the Inter-American Development Bank (IDB) through a financing agreement with the Social Fund for Housing (FSV), will support the Social, Inclusive, and Sustainable Housing Program.

With 55 votes in favor, the Legislative Assembly finalized the legal process on Monday to ratify the sovereign guarantee contract backing the loan. The initiative aims to reduce the national housing deficit, increase mortgage access, and promote sustainable housing practices, according to Marlon Herrera, Director General of Investment and Public Credit at the Ministry of Finance.

Eligible beneficiaries include families with incomes not exceeding four monthly minimum wages, seeking mortgage loans of up to $40,000. The loans will offer 30-year repayment terms, making long-term homeownership more accessible, especially for those working in the informal economy and without access to commercial banking.

The program also incorporates a strong focus on social inclusion:

  • 50% of the funds will be allocated to women who are heads of household,
  • and 10% will benefit people with disabilities, underscoring the government’s commitment to equitable development.

“The objective is to contribute to reducing the housing deficit, increase access to mortgage loans, and promote the adoption of sustainable housing,” Herrera stated during the Finance and Special Budget Committee’s review.

The approval marks the culmination of a process that began on February 12, 2025, with the Assembly’s authorization to provide a sovereign guarantee. The Ministry of Finance signed the guarantee contract on April 2, and the ratification concluded yesterday, enabling the FSV to begin disbursing funds under this new housing initiative.
