President Bukele Government Offers Legal Paths to Build on Your Land.

The Ministry of Housing in El Salvador is leading a transformative effort to strengthen family wealth by prioritizing legal property ownership and expanding access to housing finance. Through coordinated action across the national Housing System, more than 55,200 property deeds have been officially delivered to families across the country, unlocking over $500 million in recovered assets by April 2025.

Housing construction remains one of the key drivers of El Salvador’s social and economic development, helping thousands of Salvadoran families to build stable homes and lasting legacies. According to Minister of Housing Michelle Sol, legal ownership is the foundation for long-term financial security.

“When we talk about building a future, we must lay firm foundations. Legalizing property ownership is the first step for thousands of families to access financing, build with confidence, and pass on peace of mind to their children,” Minister Sol stated.

The legalization of land and homes not only offers security and dignity but also provides access to formal financing through institutions such as the Social Housing Fund (FSV). With a property title, families are eligible for loans to build, expand, or improve their homes.

Support for Historically Excluded Communities

The Bukele administration has prioritized rural communities, informal urban settlements, and long-neglected housing developments in its land legalization efforts. Notably, the Ministry is also supporting families affected by ARGOZ-related scams, with 57,000 lots already released, allowing residents to finalize their legal ownership process through ARGOZ offices.

Build Your Own Home: Affordable Construction Financing

To further empower families, the Social Housing Fund is offering construction loans for those who already own legally registered land. Key features of this financing include:

  • Interest rates starting at 9%
  • Loan terms up to 25 years
  • Financing amounts up to $61,000
  • Eligibility for both formal and variable-income workers

Disbursements are issued progressively, based on verified construction milestones, ensuring responsible use of resources. The FSV’s Technical Department also supports families by reviewing construction plans, inspecting works, and offering insurance coverage for housing projects—providing both financial support and peace of mind.

El Salvador’s housing strategy continues to position the country as a regional model in property rights reform, inclusive financing, and asset-building for families.
