El Salvador and Russia Ratify Agreement for Mutual Recognition of Academic Degrees.

In a significant step towards enhancing educational cooperation, the Legislative Assembly of El Salvador has ratified an agreement with the Russian Federation that allows for the mutual recognition of studies, qualifications, and academic degrees. The agreement was approved with 59 votes in favor and was initially signed on February 8, 2024, simultaneously in Moscow and San Salvador.

The primary objective of this agreement is to ensure the mutual recognition of educational credentials obtained in both countries. It aims to facilitate access for graduates to continue their education or engage in professional activities in accordance with the respective domestic laws of each nation.

Under the terms of the agreement, it applies to studies completed at authorized educational institutions in El Salvador and recognized educational organizations in Russia. Academic degrees awarded in accordance with Russian legislation will also be recognized.

To assess the equivalence of educational programs, the agreement will utilize the UNESCO International Standard Classification of Education (ISCED-2011). Additionally, it specifies that general secondary education and technical vocational education in El Salvador, validated with a Bachelor’s Degree, will be recognized, as will general secondary education obtained in Russia, accompanied by the respective certificate.

To ensure effective implementation, the agreement also outlines the establishment of a committee of experts comprising up to six representatives from each country. This committee will develop recommendations for the agreement’s execution and interpretation.

Once fully ratified, the agreement is expected to streamline the recognition of academic qualifications and facilitate educational and professional exchanges between El Salvador and Russia, fostering stronger ties between the two nations.
