El Salvador has undergone a remarkable transformation in public security since 2022, when President Nayib Bukele launched an innovative strategy known as “security rings” as part of the Territorial Control Plan. Designed to dismantle criminal structures at their roots, these operations have focused on isolating communities, preventing gang members from escaping, and restoring peace to areas long affected by violence.

The first major operation began in Comasagua in October 2022, where thousands of soldiers were deployed to contain criminal elements following a homicide investigation. Within hours, authorities reported multiple arrests, and in just days, dozens of gang members, including key leaders, were captured. This early success set the tone for a broader national effort that would soon expand to other regions.

By December 2022, the strategy scaled significantly with a large-scale deployment in Soyapango, one of the country’s most densely populated districts. Tens of thousands of security personnel secured strategic positions, leading to the capture of more than a thousand gang members over the following months. These results demonstrated the effectiveness of coordinated military and police action in regaining control of urban territories.

The operations continued throughout 2023, reaching communities such as Tutunichapa, La Granjita, and Nueva Concepción, as well as entire departments like Cabañas. These efforts not only led to hundreds of arrests but also disrupted local drug distribution networks and removed individuals responsible for serious crimes. Officials consistently highlighted the coordination between the Armed Forces and the National Civil Police as a key factor behind these achievements.

Today, El Salvador’s security rings stand as a central component of a broader strategy that has significantly improved public safety and strengthened institutional control. For many observers, the country has become a compelling example of how decisive leadership and targeted enforcement can bring lasting change.
