Nayib Bukele Reinforces Security Model with Maximum Sentences for Gang Leadership

El Salvador continues to reinforce its security strategy as President Nayib Bukele publicly addressed international criticism regarding the country’s ongoing legal actions against high-ranking gang leaders.

In a recent statement, the president rejected narratives from certain international media outlets and organizations that have described detained individuals as “alleged gang members” or “civilians.” He emphasized that those facing trial are not minor offenders, but recognized leaders of criminal structures responsible for decades of violence affecting Salvadoran communities.

According to Bukele, the group in question includes 486 individuals identified as senior figures within organized crime networks, many of whom have already been convicted of serious offenses such as homicide, extortion, kidnapping, and sexual violence. Authorities also attribute tens of thousands of crimes to these structures, including a significant number of confirmed murders.

The president highlighted that the legal proceedings are grounded in the principle of command responsibility, which establishes accountability for leaders based on crimes committed under their direction. He noted that this legal concept has historical precedent, including its application during the Nuremberg Trials in Europe.

Bukele argued that applying such frameworks reflects El Salvador’s commitment to justice and the protection of its citizens, underscoring the country’s right to ensure peace and security after years of widespread criminal violence.

The government maintains that these measures form part of a broader effort to dismantle organized crime and restore public safety, a policy direction that continues to shape El Salvador’s national and international discourse.
