El Salvador and Peru have taken a significant step toward strengthening institutional capacity and improving public service delivery through a joint initiative focused on modernizing regulatory frameworks and administrative processes. The Regulatory Improvement Agency of El Salvador (OMR) and Peru’s Secretariat of Public Management (SGP) recently concluded a week-long technical exchange designed to foster innovation and best practices in public administration.
The OMR-SGP Technical Exchange Week brought together specialists, diplomats, and international cooperation agencies to share successful models in regulatory quality, simplification of procedures, and citizen-centered governance. The sessions focused on topics such as Regulatory Impact Assessments (Ex Ante and Ex Post RIAs), digital platforms for regulatory monitoring, and strategies to reduce administrative burdens at both national and subnational levels.
Mariana Gómez, Executive Director of OMR, opened the event by highlighting the importance of intergovernmental collaboration:
«This week marks an important step in strengthening our institutions. Technical cooperation between El Salvador and Peru demonstrates that regulatory improvement is a powerful tool for bringing the State closer to its citizens and facilitating development.»
Key participants included Jorge Antonio Rosado, Peruvian Ambassador to El Salvador; Pablo Caballero Pineda, Salvadoran Ambassador to Peru; Karla de Palma, Director General of the El Salvador Agency for International Cooperation (ESCO); representatives from the Peruvian Agency for International Cooperation (APCI); and Peruvian experts Aracelli Rufino and Rafael Mendoza, specialists from SGP.
Ambassador Caballero emphasized the broader regional value of the initiative:
«These types of initiatives strengthen regional integration. Peru is committed to sharing its experience so that together we can move toward more transparent and effective governments.»
Workshops and practical sessions allowed El Salvador’s technical teams to deepen their understanding of crucial tools, including public consultations, regulatory agendas, measurement of administrative burdens, and digital monitoring systems.
Currently, the OMR leads a national agenda to streamline public administration. As of December 2024, it has simplified 1,036 procedures across 23 institutions, revised 874 requirements, and eliminated over 750, significantly enhancing the regulatory environment for both citizens and the private sector.
This collaboration with Peru underscores the shared commitment to regulatory innovation, effective governance, and modern, results-driven public management. It also lays the groundwork for future joint initiatives in institutional strengthening across Latin America.
