“The Trumpet” Highlights Nayib Bukele’s Transformation of El Salvador.

The digital newspaper The Trumpet from Philadelphia has published an insightful article titled How a “Philosopher King” Transformed El Salvador, exploring the remarkable transformation of the Central American nation under President Nayib Bukele’s leadership. Written by Jeremiah Jacques, the piece highlights both the repressive and social components of Bukele’s ambitious Territorial Control Plan (PTC), a security strategy that has garnered attention from leaders around the world.

The article underscores how El Salvador, once known as the “world capital of murder,” has seen dramatic improvements in public security under Bukele’s leadership. “We have turned it into the safest country in the Western Hemisphere,” Bukele claims, a statement that is backed by notable reductions in homicides and other forms of organized crime. Jacques writes that while Bukele’s remarks may seem exaggerated, the facts speak for themselves: “The main question is not whether this transformation occurred, but how it occurred.”

One of the key initiatives in the PTC, announced in June 2019, was aimed at tackling gangs, common crime, and drug trafficking. The plan’s multi-phase approach includes a significant repressive element, including a state of exception and the imprisonment of over 83,000 gang members. Additionally, the PTC incorporates a social component, such as the creation of Urban Centers for Well-Being and Opportunities (CUBO), which focus on providing youth with educational, cultural, and sports opportunities.

Jacques notes that Bukele’s model is widely admired, with leaders from across Latin America and beyond looking to replicate his success. As American political scientist Steven Levitsky succinctly put it, “Everyone wants to be a Bukele.”

The article sheds light on how Bukele’s leadership has not only reshaped the security landscape of El Salvador but also garnered admiration from global figures seeking to replicate his approach in their own countries.
