The International Conference on State and Democracy (CIED2024) has officially begun, bringing together politicians, business leaders, students, and international stakeholders to discuss key issues shaping modern democratic states. The two-day event aims to foster dialogue and solutions in areas such as security, education, health, digitalization, economic development, democracy, and citizen participation.
The conference, held in the capital city, has drawn a diverse lineup of national and international panelists to address pressing topics for the future of El Salvador and the region. Among the event’s highlights is a presentation by Gustavo Villatoro, the country’s Minister of Security, titled “A True Rule of Law: The Importance of Public Security.”
Minister Villatoro outlined the significant security transformations achieved under the administration of President Nayib Bukele. Reflecting on the past, he recalled, “In 2015, El Salvador was the most dangerous country in the world.” He credited the Territorial Control Plan’s first phase for reestablishing authority in prisons and noted the government’s success in recording 762 homicide-free days.
Villatoro also emphasized the broader implications of the security initiatives, stating, “With the state of exception, we have restored safety, making our nation viable for education, investment, infrastructure, and, most importantly, for its people.” He lauded President Bukele’s leadership, describing him as a pragmatic and courageous decision-maker who prioritizes family values as a cornerstone of governance.
The conference symbolizes El Salvador’s commitment to strengthening democracy and building a future grounded in security, development, and citizen engagement.
