El Salvador’s historic transformation in public security under President Nayib Bukele’s administration has created a wealth of economic, social, and political opportunities, according to sociologists and criminologists. Experts highlight the nation’s enhanced safety as a pivotal factor in attracting foreign investment and improving the overall quality of life.
Criminologist and analyst Ricardo Sosa points out that the improved security climate has made El Salvador increasingly attractive to private capital. A recent example is the $1.615 billion investment by the international company Yilport Holding Inc. in the country’s port sector. «The opportunities and advantages are numerous due to the security conditions. One of the main benefits is the attraction of foreign investment, as the cost of crime and doing business—key indicators—have been declining since 2020 and are projected to continue decreasing through 2024,» Sosa explained.
He also noted that the reduction in extortion and public health costs are directly linked to the decline in gang-related violence, leading to fewer injuries and casualties. «The improved security climate benefits the functioning of businesses and enterprises. It also enhances our competitiveness in the region, serving as a differentiating factor with positive economic and social effects,» Sosa added.
The transformation began with the launch of the Territorial Control Plan (PCT) in June 2019 and was further strengthened by the implementation of a state of emergency on March 27, 2022. This constitutional measure has resulted in the arrest and incarceration of over 80,000 gang members.
Sociologist and analyst Mauricio Rodríguez emphasized the social benefits of the security improvements, noting that citizens can now freely enjoy public spaces without fear of gang-related crime. «In the past, during the ARENA and FMLN governments, schools were used as recruitment centers for gangs. Now, such activities are being thoroughly investigated, and those responsible are being held accountable,» Rodríguez said.
Rodríguez also observed improvements in the housing market nationwide. «Many properties that were once worthless due to being in gang-controlled areas are now being revalued and put up for sale,» he explained.
Both analysts agree that the positive impact of improved security extends to the political arena, enhancing El Salvador’s international image. The country is no longer seen as a high-crime nation plagued by gang violence, a reputation that had developed during previous administrations that allegedly struck deals with criminal groups in exchange for electoral support.
